There are three categories of membership:

Agency Members are public agencies that have a National Pollutant Discharge Elimination System (NPDES) permitted treatment capacity of at least 500,000 gallons per day in the aggregate. Agency Members act through a designated representative who is a full-time staff member of the Agency.

Associate Members are public agencies that have an NPDES permitted treatment capacity of less than 500,000 gallons per day in the aggregate.

Consultant Members are corporations, partnership, or other business entities that have at least one office in South Carolina or are under contract to perform work for an Agency Member.
